Setup details
  1. Clear all of your Outrage.

  2. Gain the Witnesses (02) and Well of Empathy (03) cards.

  3. Collect the 4 Witness tokens. Place 1 Witness on their spyglass side at each Weapon planet.

  4. Replenish your fleet - if you have fewer than 8 Loyal ships on the map, place 1 ship each in any systems until you have 8 Loyal ships on the map.

If successful
  1. Scrap your Witnesses card (02).

  2. Scrap the Psionic Liaisons (05) and 2 Itenerant Empaths (06-07).

  3. Flip any Witnesses on the map to Psionic and add them to the resource supply.

If failed
  1. Scrap your Witnesses card (02).

  2. Add the Psionic Liaisons (05) and 2 Itenerant Empaths (06-07) to the Court deck.

  3. Scrap all Witness tokens on the map.

  1. Add Empathy for All to the rules booklet (13). Explain it to everyone.

FAQ / Errata

Witnesses - Am I required to control witnesses when I want to catapult move them with ships, or only when I want to move them normally?

You must control witnesses to move them through any means, including moving them along with catapulted ships.

Act III Setup - All of the card numbers referenced are incorrect.

Step 1 should refer to Empathy for All (9). Step 2 should refer to Empathy for All (10). Step 3 should refer to Reconcile with the Outraged (11) and Rebuke of the Empaths (12).

Reconcile with the Outraged - If I wish to Forgive the Psionic Monopoly holder without their consent, must I return a favor as well to get the Monopoly consent?

No. Since giving the Psionic resource allows the action without the target player's consent, it also does not require their Monopoly consent. If the Monopoly is held by a player that you are not forgiving, then you do need their consent.
